WHEREAS It Is expedient that permanent sidewalks should bo laid lu the business portions of the City.

Therefore, the Munlelpel Council of the Corporation of the City of Victoria, enacts as follows:

1. The Council may, by resolution, determine from time to time to construct and lay permanent sidewalks of concrete, brick or such other material as may bo approved by the Council, with granite or concrete curbs, upon auy streets or street, or portion of n street within the limits hereinafter mentioned, and not already having any permanent sidewalk, and may specify wlint sidewalks it Is desirable to have so constructed, and whether such work or any portion of It shall he done by day labor or by contract, and if there shall bo a concrete curb In front of tin street or portion of a street where such sidewalk is intended to be constructed, the Council may direct that saeii curb may form part of such sidewalk In place of a granite curb.

2. Ou tho passage of every such resolution, and after It shall have boon entered in tho minutes of the Council, a copy thereof shall be transmitted by the Clerk to the City Engineer.

On the receipt by the City Engineer of ii copy of such resolution, it shall bo his duty to proceed at once to make an estimate of the expense or cost of such sidewalk, and to ascertain and determine what real property abuts upon the street or portion of a street where sucli shle-u-alk is to lie constructed, and will front on such Intended sidewalk and he immediately benefited by the proposed Improvement, and tlie City Engineer shall ascertain

and shall make a report of' all such matters to the Council, and shall therein state what real property will he Immediately benefited by the proposed Improvement, and an estimate of the probnhl >st pel-foot frontage of the proposed Improvements, and the amount thereof which should he assessed against the property Immediately benefited.

4. The owner or owners of tho real property mentioned In any such report abutting upon tlie side of the street or portion of tho street where such sidewalk Is Intended to bo constructed, nnd which real property will front ou I he said intended sidewalk are hereby assessed from tho date of the adoption by the Council of such report, with a special rate oqunl to Iwo-tblrds of
